Ethiopia: Meles rules from beyond the grave, but for how long? (RENÉ LEFORT )

The trade-off offered by authoritarianism to its client-constituents is security and high growth rates. After Meles challenges may force change, or build the case domestically for a new strong man.

Meles Zenawi, the former Prime Minister of Ethiopia, has been dead for around three months. But the “Melesmania” personality cult, though discreet in his lifetime, shows no sign of fading. From giant portraits in the streets to stickers on the windscreens of almost any vehicle, a smiling Meles is still everywhere.

The sudden death of Meles shook the whole of Ethiopia. The shock quickly gave way to fear of an unknown and threatening future.
The regime did everything to exploit this fear for its own benefit. It has issued continuous calls for the nation to unite around the memory of the dead leader and, above all, around the project he designed and imposed with an iron hand. The new Prime Minister, Hailemariam Selassie, endlessly repeats that he will pursue “Meles’s legacy without any change”. He has replaced not a single cabinet minister. It could be said that the regime is running on autopilot, with the Meles software driving the leadership computer. Plunged into disarray, the governing team is hanging on to this software like a lifebelt. Why?

The making of Melesmania

Until the crisis of 2001, the handful of leaders of the Tigrayan People’s Liberation Front (TPLF), the dominant force in the Ethiopian People’s Revolutionary Democratic Front (EPRDF) in power since 1991,[1] worked in a remarkably collective way. Within this group Meles was – and not always – the primus inter pares, surrounded by strong, clever and articulate figures united by a radical Marxism. The crisis culminated in the expulsion of most of these figures, in a massive purge and finally in a threefold power shift.

The first shift saw Meles emerge as the unchallenged supremo, moving quickly to clip the wings of the few leaders who seemed to be acquiring a solid political base. He promoted only those whose loyalty he considered unshakeable, whose positions depended entirely on his goodwill, people like Hailemariam Dessalegn. Radiating outwards from a first circle of “advisers”, almost all Tigrayan, all the lines of real power penetrated down to the base of the State apparatus, whether federal or regional,[2] to the Party and to whole sectors of the economy.

Although the government reflected the country’s ethnic diversity, most ministers had authority only in name. Parliament, as it had since 1991, remained a rubberstamp chamber. No institution was able to escape this dominance and achieve autonomy. Moreover, this personal power was also intellectual. The one politically correct doctrine (“revolutionary democracy” and the “developmental state”) was devised and imposed on the country by Meles and Meles alone. This monopoly prevented the emergence of any other body of ideas and, inevitably, of any alternative line of thinking.

The army and security services were represented within this central authority, which held sway over them. Later, although Meles Zenawi maintained a grip on the security forces, the army gradually became “bunkerized”, a sort of state within the State. Meles himself had to acknowledge the autonomy of the military command, by agreeing a kind of pact: I will grant you substantial autonomy, and in particular turn a blind eye to your wheeling and dealing; you support me, especially since if I fall, you fall with me. Hence, no doubt, the remarked upon reticence of the army during the recent period of succession, as if it felt so powerful that its fortress would remain impregnable, away from the turbulent currents within the new governing team. Hence, also, the procedure followed in announcing, on September 12, the appointment of 37 new generals – including at least 23 from Tigray – a reminder that no one, not even Hailamariam Dessalegn, can interfere in the affairs of the military.

The third change concerned the TPLF and, concomitantly, the EPRDF. It was contradictory. On the one hand, the tentacles of the single party penetrate to every level of the administration: it has consumed the State from the inside. Its agenda takes absolute precedence. The TPLF holds the key positions in the nationalised companies and the web of “private” firms that in reality it controls, the so-called “parastatal companies”. Overall, this structure accounts for two thirds of the modern economy, excluding traditional agriculture. With its 5 million members – 300,000 in 2001 – the Party controls and directs the population as never before, right down to the smallest echelon of five or six households. On the other hand, the Party has been marginalised as a political institution and therefore left lifeless, if not brainless. The TPLF, not to mention the three other satellite parties, were reduced to mere instruments for the exercise of Meles’ personal power, an essential institution but nevertheless no more than an instrument.

This extreme concentration of multifarious powers in the hands of Meles Zenawi is one of the darkest aspects of his legacy: his death leaves a profound and multifaceted vacuum. Conversely, however, it also opens up an exceptional opportunity for change. First, politics and power, like nature, abhor a vacuum. Second, the Meles “model” is running out of steam. It will inevitably have to be refashioned.

Hailemariam appointed top TPLF members to deputy PMs

PM Hailemariam Desalegn has appointed two top TPLF members to become deputy prime ministers. Dr. Debretsion G/Michael and Ato Muktar Kedir are nominated now as deputy prime ministers.
 
Hailemariam has also nominated Dr. Tewodros Adhanom Foreign Minister, Ato Kebede Chane Minister of Trade, Dr. Keset Birihan Admasu Minister of Health, Ato Muketar Kedir Deputy PM and civil service Minister.

የወቅቱ የአገራችን የፖለቲካ ሁኔታና የወደፊት የትግል አቅጣጫ – በዶ/ር ነጋሶ ጊዳዳ የአንድነት ፓርቲ ሊቀመንበር

የሁላችንም የረጅም ጊዜ ህልም፣ አንድነትዋ የተጠበቀ የበለፀገች ኢትዮጵያን ማየት ነው፡፡ ወደዚያ ለመድረስ ሁሉም ኢትዮጵያውያን አስተዋጽኦአቸውን የሚያበረክቱበት ለአገሬ እሠራለሁ ብለው በነፃ አየር የሚተነፍሱበት ዴሞክራሲያዊ የፖለቲካ ምህዳር እንዲፈጠር ካሁኑ ጀምረው እንዲታገሉ ሁኔታን መመቻቸት ይፈልጋሉ፡፡ ስለዚህም የፖለቲካ ምህዳሩን ማየትና ወዳለምነው ግብ ለመድረስ የሚረዱንን አቅጣጫዎች መዳሰሱ ጠቃሚ ነው፡፡
ስለአገራችን የፖለቲካ ሁኔታ ሁላችሁም ታውቃላችሁ፤ ሆኖም የግለሰቦች አረዳድ ሊለያይ ስለሚችል፣ እኔ የራሴን ግንዛቤ ለመግለጽ እሞክራለሁ፡፡

-   የኔን ግንዛቤ ስገልጽ የኔን ሃሳብና አመለካከት ብቻ ተቀበሉ ለማለት ሳይሆን ዛሬም ይሁን በቀጣይ በሚካሄዱ ውይይቶች የኔም ግንዛቤና አመለካከት እንደአስተዋጽኦ እንዲወሰድ ምኞቴ መሆኑን ሳልገልጽ አላልፍም፡፡
-   ከኔ አመለካከት ጋር የማይስማሙ እንዳሉም እገነዘባለሁ፡፡ በበኩሌ ከኔ ጋር የማይስማሙትን አከብራለሁ፡፡ ሃሳባቸውንና አመለካከታቸውን ባልጋራምና ባልስማ ማባቸው እነሱንም ሆነ ሃሳባቸውን፣ አመለካከታቸውንና አቋማቸውን አዳምጣለሁ አከብራለሁ፡፡ የመረጃ ስህተት ካለ ስህተቴን ለመቀበልና ለማረም ዝግጁ ነኝ፡፡ የኔን ሃሳብ፣ አመለካከትና አቋም የማይጋሩት ግን እንዲያዳምጡኝና እንዲያከብሩልኝ አደራ እላለሁ፡፡

-   ስላገራችን የፖለቲካ ሁኔታ ዛሬ ሁሉንምና ዝርዝሮችን ለመተንተን አይቻልም፡፡ ስለሆነም በኔ እይታ መነካት አለባቸው የምላቸውን አንዳንድ ጉዳዮች ብቻ አነሳለሁ፡፡ የቤቱ ንቁ ተሳትፎ ውይይታችንን ያዳብራል ብዬ አምናለሁ፡፡ ስለሆነም በሠፊው እንድትሳተፉ አደራ እላለሁ፡፡ ይህ የኔ አስተያየት ለውይይታችን መነሻ ነው ብዬ አምናለሁ፡፡

2.   የአጋራችን የወቅቱ የፖለቲካ ሁኔታ

2.1    የሕዝብን  ሁኔታ፡-
-     ህብረሰባችንን ስናይ ብሶተኛና የማጉረመርም ደረጃ ላይ እንጂ ተናድዶ ንዴቱን በእንቅ ስቃሴ ለማሳየት ዝግጁ የሆነበት ደረጃ ላይ የደረሰ አይመስልም፡፡
-    ብዙ የማህበራዊና የኢኮኖሚ ችግሮች አሉበት፡፡ ይህንን ሰቆቃውንና ብሶቱን ያማርራል፡፡
-    በይፋና በአደባባይ አይገልጽም፡፡
-    ብሶቱ በማጉረምረም ደረጃ የሚገልጽ ነው እንጂ በአጠቃላይ ወደ ሕብረተሰባዊ ንዴት አልተለወጠም፡፡
-    ተናጠል ንዴቶች አልፎ አልፎ ቢገለፁም ሠፊና የአጠቃላይ ሕብረተሰቡ አልሆኑም፡፡
-    እነዚህ ተናጠልና ትናንሽ ንዴቶች ወደ ተደራጀና የተቀናጀ ሕዝባዊ እምቢተኘነት እና የእምቢተኘነት እንቅስቀሴዎች አልተለወጡም፡፡ በሌሎች አገሮች በዳቦ ወይም በነዳጅ ዋጋ ላይ ትንሽ ጭማሪ ከታየ የህብረተሰቡ ንዴት ይገነፍላል፡፡ በኛ ህዝብ ዘንድ ግን ይህ አይታይም፡፡ ምልክት ከታየም ጥቂት፣ ተናጠል፣ ያልተደራጁና ያልተቀናጁ ናቸው፡፡

2.2  ገዢው ፓርቲ Authoritarian ነው አምባገነን ነው

-    ኢህአዴግ ለሕዝብ ፍላጎት ደንታ የማይሰጥ ድርጅት ነው ፡፡
-    የሕዝብን ፍላጎት አያዳምጥም፡፡
-    ሕዝብ እሱን ብቻ መስሎ እንዲያድር የሚፈልግ ነው፡፡
-    ከሀገርና ከሕዝብ ይልቅ ፓርቲውን ያስቀድማል፡፡

-    በሕገ-መንግሥቱ የተረጋገጡትንና በአንቀጽ 29፣ 3ዐ፣ 31፣ እና 38 የተዘረዘሩትን መብቶች አፍኖአል፡፡
-    ተቃዋሚዎችን ለማጥቃት ብሎ ህጎችን በማውጣት፣ ሕግን አስከብራለሁ እየለ ሰብአዊ መብቶችን ይጥሳል፡፡
-    ዴሞክራሲያዊ ተቋማት እንዳይኖሩ አድርጎአል፣ ሦስቱም የመንግሥት አካላት ለሕዝብ አገልጋዩች  ሳይሆኑ የፓርቲው መሣሪያ  ሆነዋል፡፡

-    ገዢው ፓርቲ ሕገ-መንግሥቱን አያከብርም በሕገ-መንግሥቱ የተከበሩ መብቶች ተግባራዊ ይሁኑ ሲባል አይፈቅድም፡፡ ሕገ-መንግሥቱ የሚሻሻልበትን መንገድ ከመክፈት ይልቅ በሚያወጣቸው ሕጎች በእጅ አዙር ያሻሽላል፡፡ በአሠራሩ የሕገ-መንግሥታዊ አስተሳሰብን ዋጋ አሳጥቷል፡፡

2.3  የፓርቲ ሥርዓታችን ዴሞክራሲያዊ አይደለም

-    በሕገ-መንግሥት ቢደነገግም ዴሞክራሲያዊ የመድበለ ፓርቲ ሥርዓት ባገራችን የለም፡፡
-    እንደሚታወቀው በንጉሱ ዘመን በፓርቲ መደራጀት ክልክል ነበር፡፡
-    በደርግ ዘመን በመጀመሪያ ዓመታት ለደርግ ታማኝ የሆኑ ለስሙ ተቃዋሚ ፓርቲዎች ቢወለዱም በመጨረሻ ግን አገሪቱ በአንድ ፓርቲ ብቸኛ ሥርዓት (ኢሠፓ)ሥር ወደቀች፡፡
-    ኢህአዴግ  የመድበለ ፓርቲ ሥርዓት ይመሠርታል ተብሎ ቢጠበቅም እሱ ግን የአውራ ፓርቲን ሥርዓት የሚከተል ሆነ፡፡

-    ይህም አውራ ፓርቲነት እንደ አሜሪኮና እንደ ታላቋዋ ብርታንያ ዴሞክራሲያዊ የሆኑ የሁለት ፓርቲዎች አውራነት  ቢሆን ባልገረመን፤   ወይም እንደ ጃፓንና እንደ እነ እስራኤል ዴሞክራሲያዊና መድብለ ፓርቲ ሥርዓት በሰፈነበት አውራ ሆኖ ቢወጣ እንቀበል ነበር፡፡ እርሱ ግን በአስገዳጅነት አንድ አውራ ፓርቲ ሆኖ ሌሎች ግን እንደ   ጫጩት እንኳ እንዳይኖሩ አድርጓል፡፡

-    እሱን የሚገዳደሩ ጠንካራ ፓርቲዎች እንዳይኖሩ በሙስና አሠራር  በ Patronage እና በልዩ ልዩ ተጽእኖ ለማዳ ያደርጋቸዋል ወይም ከነጭራሸ እንዲጠፉ ያደርጋል፡፡

2.4  ብልሹ የምርጫ ሥርዓት አለን

-   የምርጫ ሥርዓታችን ለአገራችን ውስብስብ ሁኔታ ምቹ  አይደለም፡፡ ብዙ ብሔር ብሔረሰቦች፣ ብዙ ኃይማኖቶችና የተለያዩ ርዕዩተ ዓለመች ባሉበት ሀገር አሸናፊው ሁሉን የሚወስድበት (First-Past-the Post)  ሥርዓት አይመችም ፡፡

-   ማህበረሰባዊ ውክልና፣ ተጠያቂነት እና አሳታፊነት  (Participatory) መርህን የተከተለ የተመጣጠነ Proportional ሥርዓት እንዲኖር አይፈለግም፡፡
-   ይባስ ብሎ በምርጫዎች መሀከልና በምርጫዎች ወቅት ያለው የፖለቲካ ሜዳ (ምህዳር) የተስተካከለ አይደለም፡፡  ዴሞክራሲያዊ ፍትሐዊና ነፃነት የተሞላበት አይደለም፡፡
- በዚህ የምርጫ ሥርዓት ውስጥ ተሸናፊ ፓርቲዎችን የሚመርጥ ብዙ ሚሊዮን የሕዝብ ክፍል በፖርላማ  ደረጃ ድምጽ አልባ ይሆናል ማለት ነው፡፡

2.5 የፖለቲካ ልዩነቶች /ችግሮች አፈታታችን ልምድ መፍትሔ ሰጪ ሳይሆን የሚያባብስ ነው

-   ባገራችን የፖለቲካ ችግሮች የሚፈቱት በሠላማዊ መንገድ በውይይትና በድርድር ሳይሆን፤ በአስተዳደራዊ፣ ወይም በጉልበት ነው፡፡

-   ብዙውን ጊዜ በግለሰቦችና በድርጅቶች ዘንድ ህዝብንና ሀገርን ከማስቀደም ራስን ማስቀደም ይታያል፡፡
-   በግለኝነት (የራስን ፍላጎት ማስቀደም) ላይ የተመሠረቱ ልዩነቶችን፣ (የሥልጣን ፍላጎት፣ ለራስ ዝና፣ ገንዘብ/ሀብት ለማግኘት) መፍታት በጣም አስቸጋሪ ናቸው፡፡
-   ያገራችን የፖለቲካ ኃይሎች ልዩነቶችን ለመፍታት፤ የሕዝብ ወሳኝነትን ለመቀበል አይፈልጉም፡፡   ህዝብ ፡-
- በምርጫ፣ ወይም
- በህዝበ ውሳኔ፡፡ (Referendum) ችግሮችን እንዲፈታ አይፈለግም፡፡
-   ብዙውን ጊዜ ውይይቶች/ ድርድሮች የሚፈርሱት ተደራዳሪዎች
ቅድመ ሁኔታዎችን ስለሚያስቀምጡ ነው፡፡

-   ለህዝብና ለሀገር ጥቅም ሲባል ሠፊና ሀገራዊ የትብብር መድረክ ለመፍጠር ፈቃደኝነትና ዝግጁነት ደካማነው፡፡
-   በፖለቲካ ፓርቲዎች ዘንድ የተለመደው በአሸናፊነት የማንበርከክ ፍላጎትና የበላይነት ማስፈን አካሄድ ነው፡፡  እምቢ ከተባለ ደግሞ ለመጥፋትም መንቀሳቅ አለ፡፡

2.6 የሠላማዊ ትግል ስልቶችን መጠቀም አልተጀረም

-   ሠላማዊ ትግል Passive መሆን አይደለም፡፡ ሠላማዊ ትግል በእንቅስቃሴ የተሞላ ትግል ነው፡፡
-   ሠላማዊ ትግል፣ ኃይል/ጉልበት አልባ፣ ህጋዊ፣ ህገ-መንግሥታዊና ዴሞክራሲያዊ ነው፡፡ ሌላን ለመጉዳት /የታለመ አይደለም፡፡

-   ሠላማዊ ትግል አንዳንድ ውሳኔዎች፣ አንዳንድ ሕጎችና አንዳንድ ተቋማት የራስን ወይም የሌላን ሰው መብቶች የማነኩ ከሆነ ለነዚህ ውሳኔዎች፣ ሕጎች፣ ወይም ተቋማት እምቢ ማለትንና ያለመታዘዝን ያካትታል /የሚጠይቅ ነው፡፡
-    ሠላማዊ ትግል ዜጎች ባለመታዘዝ፣ ለመከላከያነት የሚጠቀሙበት የተቃውሞ መሣሪያ ነው እንጂ የነውጥ ወይም የአመጽ መሣሪያ አይደለም፡፡

-     የሠላማዊ ትግል ዓይነቶች ብዙ ናቸው፡፡
ለምሳሌ ያህል፡- የአዳራሽ ወይም የአደባባይ ስብሳዎች፣ Sit-ins፣ አድማ/መታቀብ Boycott (ሥራ፣ ትምህርት፣ ግዥ፣ ምርጫ) እና ሰልፍ የተለመዱ ናቸው፡፡ ከእነዚህ ውስጥም ባገራችን ተግባራዊ እየሆኑ ያሉት ጥቂቶቹ ናቸው፡፡
-   ሠላማዊ ትግል ሠፊ  የመደራጀት፣ የዝግጅት ሥራን ይጠይቃል፡፡
2.7 ውጫዊ ኃይልን የመጠበቅ ልምድና ባህል የተንሰራፋበት አገር ውስጥ ነን
-   ለችግሮች መፍትሔ መለካታዊ ኃይልን መጠበቅ አለ፡፡
-   ዜጎች ለራሳቸውና ለሌሎች ዜጎች መብቶች መከበር በራስ ከመታገል ይልቅ የፖለቲካ ፓርቲዎችን ይጠብቃሉ፡፡
-   ከግለሰቦችም ፈውስ የመጠበቅ አዝማሚያም ይታያል፡፡
-   የውጭ ኃይሎች (መንግሥታት) ችግሮቻችን ይፈቱልናል ብሎ መጠበቅም አለ፡፡
-   ይህ ሁሉ መንም ውጤት እንዳላስገኘ መላልሰን አይተናል፡፡

3. የወደፊት ትግላችን አቅጣጫ ምን መሆን አለት፣

3.1 ህዝብን ለለውጥ እንዲንቀሳቀስ ለማድረግ፣
-   የግንዛቤ ማስጨበጫ ሥራዎች በስፋት መሠራት አለባቸው፡፡
-   የመረጃ መስጫ ዘዴዎች መጠናከርና መስፋት ይኖርባቸዋል፡፡ (ለምሳሌ ዘመናዊ/ማህበራዊ መገናኛ ብዙሃን)
-   በሕዝብ ውስጥ የማደራጀትና የማቀናጀት ሥራዎች መሠራት አለባቸው፡፡
-   እውቀት የሌለው፣ መረጃ የማያገኝ ህዝብ፣ የተደራጀና የተቀናጀ አደረጃጀቶች የለለው ሕዝብ ለውጥ ሊያመጣ አይችልም፡፡ ከፖለቲካ ድርጅቶች የሚጠየቀውና የሚጠበቀው የተናደደ ሕብረተሰብን መፍጠር ሳይሆን መረጃ የሚያገኝ፣ እውቀት ያለው፣ የተደራጀና ድርጅቶቹ የተቀናጁ ሕብረተሰብ መፍጠር ነው፡፡
-   ስለሆነም የወደፊት የትግል አቅጣጫችን የማሳወቅ፣ የግንዛቤ ማስጨበጫ፣ የማደራጀትና፣ ድርጅቶችን የማቀናጀት ሥራን ማዕከል ያደረገ መሆን አለበት፡፡

3.2 ገዢውን ፓርቲ በተመለከተ፡-

  – የትኛውም ገዢ መደብ ተገድዶ እንጂ በልመና፣ በመለማመጥ በፈቃደኝነት ህዝብ የሚፈልገውን ለውጥ አያመጣም፡፡ ገዢው ፓርቲ ለለውጥ የሚገደደው በሕዝባዊ ኃይል ብቻ ነው፡፡ ገዢውን ፓርቲ ለለውጥ የሚያስገድድው ህዝባዊ ሠፊ እንቅስቃሴ ብቻ ነው፡፡ ስለሆነም ገዢውን ፓርቲ ለማስገደድ ህዝባዊ እንቅስቃሴ የሚፈጠርበትን መንገዶች መቀየስና በነሱ ላይ መሥራት የወደፊት የትግል አቅጣጫችን መሆን አለበት፡፡

3.3  የፓርቲ ሥርዓታችንን የመለወጥ ሥራ አንዱ የትግል አቅጣጫችን መሆን አለበት

-   ይህም የሚሆነው ገዢው ፓርቲ የሚጠቀመውን  Patronage (አባታዊነት) እና የሙስና (Corruption)ስልት የፓርቲዎች አባላት፣ ደጋፊዎችና አጠቃላይ ህዝቡ እንዲታገሉት  ካደረግን ነው፡፡ ይህም አንድ የወደፊት የትግላችን አቅጣጫ ነው፡፡

-   ከዚህ አኳያ አንዳድ ተቃዎሚ ፓርቲዎች ከኢህአዴግ የሚሰጣቸው ድጎማ የጥገኝነትና የጠባቂነት ባህልን የሚያጠናክር ከመሆኑም በላይ ሙሰኝነት መሆኑን እንዲረዱ በቀጣይነት ማስረዳት ያስፈልጋል፡፡
3.4  ብልሹ የምርጫ ሥርዓትን መለወጥ የወደፊት የትግል አቅጣጫችን ማድረግ አለብን፡፡
-   ዴሞክራሲ በምርጫዎች ዘመን መሀከልም ሆነ በምርጫ ወቅትም መስፈን ያለበት ነው፡፡ ስለሆነም የፖለቲካ ምህዳር እንዲስተካከል በቁርጠኝነትና በቀጣይነት መታገል ይኖርብናል፡፡

-   ዴሞክራሲያዊ ሁኔታ ተፈጥሮ ምርጫን በተመለከተ የተመጣጠነ (Proportional) የምርጫ ሥርዓት እንዲገነባ ለማድግ ሕገ-መንግሥቱ የሚሻሻልበትን ሁኔታ ለመፍጠር መታገል  አስፈላጊ ነው፡፡
-   ከአጭር ጊዜ አኳያ የትግል አቅጣጫችን ለ2ዐዐ5 ምር
ጫ የተስተካከለ ምህዳር እንዲፈጠር መታገል ነው፡፡

3.5  ችግሮችን ለመፍታት በጋራ መንቀሳቀስ

-       ላገራችን ችግሮች መፍትሔ ለማፈላለግ ሁሉን አቀፍ ብሔራዊ እርቅ መጥራት አስፈላጊ ነው፡፡   የፖለቲካ ችግሮችን/ልዩነቶችን ለመፍታት አንድነት በፕሮግራሙ ያስቀመጠው አቅጣጫ ትክክል ነው፡፡ ስለሆነም ችግሮችን በሠላማዊና ዴሞክራሲያዊ መንገድ በውይይትና በድርድር የመፍታትን ባህል የበለጠ መዳበር የትግላችን አቅጣጫ መሆን አለበት፡፡

ከአጭር ጊዜ አኳያ የመድረክ መፈጠር፣ የ11 ፓርቲዎች በቅርብ ጊዜ የፈጠሩት መቀራረብ፣ የ2ዐዐ5 ምርጫን በተመለከተ የ33 ፓርቲዎች አብሮ መሥራት መጀመር  
የዚህ አቅጣጫ ጅማሮ ነው፡፡ ስለሆነም የዚህን ዓይነት እንቅስቃሴ ማበረታትና መደገፍ ይጠበቅብናል፡፡ በቅርብ ጊዜ አንድ ሀገራዊ የምክክር ኮንፍራንስ እንዲጠራ የሚጠይቅ ሃሳብ እየተጠናከረ መጥቶአል፡፡ ይህን ጥሪ መደገፍና ማዳበር ይጠበቅብናል፡፡

-   ልዩነቶችን በጉልበትና በመሣሪያ ኃይል ለመፍታት መሥራት ይቅር፡፡
-   ለሥልጣን፣ ለዝናና ለሀብት ብለን መከፋፈልን እናቁም፡፡
-   ለውይይቶችና ለድርድሮች ቅድመ ሁኔታ አናስቀምጥ፡፡
-   የማንበርከክ/የማስጎብደድ ፍላጎት ባህል ይቅር፡፡
-   ፍፁማዊነትን አስወግደን ‹‹የልዩነት መኖር መብት ለዘላለም ይኑር››እንበል፡፡
-   ለህዝብ ወሳኝነትና የሥልጣን ባለቤትነት ጠንክረን በቀጣይነት እንታገል፡፡
-   የማጎብደድና የተንበርካቢነት ባህልን በጽናት እንታገል፡፡

-   ደፋር እንሁን፡፡ መጥፎ የሆነውን ነገር ከማስወገድ አንቆጠብ፡፡ መጥፎውን እናስወግድ እንጂ አንለማመድ፡፡
3.6 የሠላማዊ ትግል ስልት ባንድ በኩል የፈሪዎች የትግል ስልት ነው ብለው የሚያጣጥሉ አሉ፡፡ በሌላ በኩል ደግሞ ሠላማዊ ትግል (Passivism) ነው ተብሎም ይወሰዳል፡፡  ነገር ግን የሠላማዊ ትግል ስልት ባግባቡ ጥቅም ላይ ከዋለ ትልቅ ውጤት የሚያስገኝ ነው፡፡  የሠላማዊ ትግል ስልት  ባገራችን ገና ባግባቡ ጥቅም ላይ አልዋለም፡፡ ስለሆነም የወደፊት የትግል አቅጣጫችን ለውጥን ለማምጣት የሠላማዊ ትግል ስልትን ባግባቡ መጀመርና ማዳበር መሆን አለበት፡፡ ሠላማዊ ትግል ባግባቡ መካሄድ አለበት ሲባል ግን ሠፊ ዝግጅት እና ጥንቃቄ እንደሚያስፈልግ መረሳት የለበትም፡፡

3.7  ውጫዊ ኃይልን ከመጠበቅ ይልቅ በራስ መተማመንና የራስን ችግር ለመፍታት በራስ መንቀሳቀስ እንዲለመድ ለማድረግ መሥራት ሌላው የወደፊት በትግላችን ትኩረት ሊሰጠው የሚገባ ጉዳይ ነው፡፡ በተለይም በሁሉም የሀገራችን  የኃይማኖት ተቋማት ይህን በተመለከተ የአመለካከት ለውጥ መምጣት ያስፈልጋል፡፡ ቤተሰብ፣ ትምህርት ቤትና የመገናኛ ብዙሃንም ከዚህ አኳያ የማይናቅ አስተዋጽኦ ሊያደርጉ ይችላሉ፡፡

UNSETTLED and UNSHELTERED



A regalvanized campaign by the Addis Abeba City Administration against illegal settlements built after November 2010, has raised complaints from residents. The last two months have seen the demolition of nearly 7,000 of such settlements in six districts across the city. Places at the periphery of Addis, like Hana Mariam, in Nefas Silk Lafto District, and Bulbula, in Bole District are especially prone to such settlements.

In these areas, land is transferred through a ‘village contract’ from farmers to settlers without a title deed, and residences are then built almost overnight, earning the name Chereka Bet, ‘moon-light houses.’ But settlers have cried foul over the very short notices they have been given to move, and the fact that houses which have been there for four or five years are suddenly being demolished.  Such settlements are a result of the inherent shortage of housing in the City, these settlers cry. Indeed, studies under the City Administration show a deficit of almost 360,000 houses in Addis Abeba.

The City should concentrate on legalising such kind of settlements, and use them as part of the solution to the housing problem, they complain. This, however, is unpalatable to city officials. Such houses tend to be built especially in times when uncertainty reigns, as ‘rent seekers’ and opportunists tried take advantage, according to administration officials.

The number of illegal settlements and buildings have grown exponentially after the 2005 election and also during the illness and consequent death of Meles Zenawi, former prime minister of Ethiopia, according to their research. Illegal acts should by no means supported, is their stance.

ENTC requests diplomatic recognition from Norway


PRESS RELEASE
November 22, 2012

The Ethiopian National Transitional Council (ENTC) has sent a communiqué to the Royal Ministry of Foreign Affairs of Norway and the State Minister of International Development Heikki Holmas, requesting a diplomatic recognition. The letter was submitted to the to the Ministry by Dr. Girum Zeleke, ENTC’s diplomatic representative in Norway.

The letter explains ENTC’s mission, and discusses the worsening political, economic and security crises in Ethiopia, as well as the need for the Sweden government to help with a peaceful transition to democracy.

The Transitional Council was founded at a 3-day conference in Dallas, Texas, that was convened from July 1 – 3, 2012, with the participation of representatives from all over the world.

Diplomacy is one of the primary tasks that the ENTC general assembly assigned to the leadership at the July 2012 conference in Dallas.

አፍሪቃዉያን ስደተኞች በማልታ

ከሊቢያ ወደጣሊያንና ማልታ የሚፈልሱ አብዛኛዎቹ የኤርትራ ዜጎች የሆኑ የአፍሪቃ ስደተኞች እንቅስቃሴ መቀጠሉን የሮሙ ወኪላችን ተኽለእግዚ ገብረእየሱስ የላከዉ ዘገባ ያመለክታል። በቅርቡ የሜዲትራኒያን ባህርን በጀልባ አቋርጠዉ ወደጣሊያን ያመሩ፤
 250 ስደተኞች ለችግር ተጋልጠዉ በማልታ የባህር ጠረፍ ጠባቂዎች ህይወታቸዉ ተርፏል። ስደተኞቹ ሊቢያ ቤንጋዚ ላይ ለመኖር የሚያስችላቸዉ ህጋዊ ፈቃድ ስለሌላቸዉ ከታሰሩበት ወህኒ ለመዉጣትና ወደአዉሮጳ ሀገሮች ለመጓዝ ገንዘብ እንዲከፍሉ ማንነታቸዉ ባልታወቀ የሊቢያ ዜጎች የተጠየቁ ሲሆን ከፍለዉ የወጡትም ቢሆኑ ቤንጋዚ ላይ በአንዲት ስፍራ ታግተዉ ለመቆየት ተገደዋል። በዚሁ ስፍራም የአንድ ስደተኛ ህይወት አልፏል። በማልታ ባህር ጠረፍ ጠባቂዎች ርዳታ የተረፉት ወገኖች ለተመ የስደተኞች ጉዳይ ከፍተኛ ኮሚሽን ባለስልጣናት እንደገለፁት ለሁለት ቀን የሚሆን ዉሃ ምግብ የሰጧቸዉ ህገወጥ ሰዉ አሸጋጋሪዎች በአነስተኛ ጀልባ ጭነዉ ባህር ላይ ነዉ የለቀቋቸዉ።

ወታደሮቹ የዲሻቸውን አቅጣጫ ወደ ናይል ሳይት ያዞሩት የውጭ ፊልሞችን ለመከታተል በማሰብ እንጅ ኢሳት የሚባል ጣቢያ መኖሩን በማወቃቸው አለመሆኑን ለአለቆቻቸው ተናግረው መፈታታቸውን መኮንኑ ተናግሯል።

በሰራዊቱ ውስጥ ያለው አጠቃላይ ስሜት ጥሩ አይደለም የሚለው መኮንኑ ከኢኮኖሚ ችግር ባለፈ ከፍተኛ የሆነ የአስተዳዳር በደልና በዘር መከፋፈል ይታያል ብሎአል።

አብዛኛው የሰራዊት አባላት መከላከያን የተቀላቀሉት በኢኮኖሚ ችግር ምክንያት ቢሆንም ፣ በተለይ ከኮሎኔልነት በታች ማእረግ ያላቸው ወታደሮች ከተራው ወታደር ያላነሰ ገቢና ተደማጭነት እንደሌላቸው ተናግሯል።

በሰራዊቱ ውስጥ ጥሩ የሚባል መንፈስ እንደሌለ የሚገልጸው መኮንኑ ፣ በተለይ በአሁኑ ሰአት ያለው ሁኔታ ከመቼውም ጊዜ በላይ የከፋ መሆኑን አክሏል።

ከኮሎኔልነት በላይ ማእረግ ያላቸው አዛዦች ከበታቾቻቸው ጋር ሲነጻጻሩ በተሻለ የአኗኗር ሁኔታ ላይ እንደሚገኙ ተራው ወታደር ሳይቀር እንደሚያውቅ መኮንኑ ተናግሯል

በመጨረሻም የመከላከያ አዛዦች በኢትዮጵያ ዋና ዋና ከተሞች ዘመናዊ ቤቶችን ሰርተው እንደሚያከራዩ በተለያዩ የመገናኛ ብዙሀን ይቀርባል ሰራዊቱ ይህን ያውቃል ወይ? ተብሎ ለተጠየቀው፣ ሰራዊቱ ሁሉንም ነገር ጠንቅቆ እንደሚያውቅ ተናግሯል።

ኢሳት ከወራት በፊት የተለያዩ ከፍተኛ ወታደራዊ መኮንኖች ሰርተው የሚያከራዩዋቸውን ቤቶች እና የቤቶችን ዋጋ ይፋ አድርጎ ነበር።

በወረዳ 17፣ በቦሌ መድሀኒአለም አካባቢ ጄኔራል ወዲ አሸብር የሚያሰሩት የንግድ ድርጅት፣ 55 ሚሊዮን የሚፈጅ ሲሆን ፣ ኮሎኔል ታደሰ የሚያሰሩት እና ካልዲስ ኮፊ የተከራየው ደግሞ 12 ሚሊዮን ብር ወጪ ወጥቶበታል። ከዚሁ ህንጻ ጀርባ ጄነራል ዮሀንስ የሚያሰሩት ህንጻ ደግሞ 45 ሚሊዮን ብር ይወጣበታል። ጄነራል ባጫ ደበሌ ለኤቢሲ ካር ሬንት ያከራዩት ቤት ደግሞ 9 ሚሊዮን ወጪ አውጥቷል።

Lawyers: Terror case against 29 Ethiopians faulty

Defense lawyers have told the Ethiopian High Federal Court that terrorism charges against 29 Muslims are unconstitutional.

Federal prosecutors are accusing the 29, which includes prominent clerics, journalists and activists, with terrorism and attempts to create an Islamic state. Tensions have been rising between the government in this mostly Christian country and Muslim worshippers that have led to anti-government protests.

On Thursday one of the defense lawyers for the 29 said that they expect the court to throw the case out. The court will decide on Nov. 30 if it has jurisdiction over the case and whether the charges, partly based on the country's controversial anti-terrorism law, is constitutional.

Rights groups say the Ethiopian government provoked the protests by trying to impose a specific interpretation of Islam

ሰሚ ያጣው የወንድሞቻችን ጩከት ከአዲስ አበባ ንፋስ ስልክ ላፍቶ ክፍለ ከተማ ልዩ ስሙ ሃና ማርያም አካባቢ

ሰመጉ መንግስት የሚያደርሰውን ዜጎችን የማፈናቀል እርምጃ አወገዘ

ኢሳት ዜና:- የሰብዓዊ መብቶች ጉባዔ(ሰመጉ) ወይም በቀድሞው አጠራሩ ኢሰመጉ “ለሕዝብ ጥቅም ሲባል የሚወሰድ ከመሬት የማፈናቀል እርምጃ የዜግነት መብቶችን
ማሳጣት የለበትም” በሚል ርዕስ 122ኛውን ልዩ መግለጫ ዛሬ አወጣ፡፡

ሰመጉ በዚህ መግለጫው በለገጣፎ ለገዳዲ ከተማ ስላለው መልካም አስተዳደር ችግሮች፣የመብት ጥሰቶችና የሕዝብ ቅሬታ፣የታሰሩ ሰዎች ዝርዝር ይፋ አድርጓል፡፡

ከአዲስ አበባ ከተማ በሰሜን ምስራቅ በኩል 21 ኪሎሜትር ርቀት ላይ የምትገኘው የለገጣፎ/ለገዳዲ ከተማ በኦሮሚያ
ክልል በፊንፊኔ ልዩ ዞን ሥር በከተማ አስተዳደርነት እንድትመሰረት ተደርጓል፡፡

በአሁን ሰዓት ከተማዋ 2ሺ431 ሄክታር የመሬት ስፋት ያላት ሲሆን የተዋቀረችውም በሁለት ቀበሌዎች ነው፡፡የከተማው ማዘጋጃ ቤት ባሳተመው ወረቀት የህዝብ ብዛቷ ከ 18 ሺ እንደሚበልጥ ቢገልጽም የከተማው አስተዳደር ከንቲባ ቁጥሩ ከአምስት ሺ እንደማይበልጥ መናገራቸውን ሰመጉ በመግለጫው ጠቅሷል፡፡

በሌላ በኩል ደግሞ ከሕዝቡ ቁጥር በላቀ መልኩ ወደሃያ ሺ የሚጠጋ ካርታ በከተማዋ ማዘጋጃ ቤት ከሌላ አካባቢ ለመጡ ሰዎች መሰጠቱ የአካባቢው ነዋሪዎች በቅሬታ መልክ ያነሳሉ ብሏል፡፡ ሰመጉ በዚሁ መግለጫው የለገጣፎ/ለገዳዲ ነዋሪ አብዛኛው ህዝብ በግብርና ይተዳደር እንደነበር በማስታወስ አካባቢው ወደከተማነት በመቀየሩ ምክንያት ገበሬው መሬቱን ሲያጣ ሌላ የገቢ ምንጭ ያልተፈጠረለት መሆኑ የመጀመሪያው ችግር መሆኑን ጠቅሷል፡፡

ገበሬዎች ለኢንቨስትመንትና ለመኖሪያ ቤቶች ሲፈናቀሉ ሕግ በሚፈቅደው መሰረት የገበሬው ጥቅም አልተጠበቀም ብሏል፡፡
ገበሬዎችን ከይዞታቸው የማፈናቀሉ ሥራ የተጀመረው በ1998 ዓ.ም መሆኑን ሰመጉ አስታውሶ በወቅቱ በአስተዳደሩና
በህዝቡ መካከል የነበረው ስምምነት፤ ካሳ እንደተጠበቀ ሆኖ ለቤተሰብ አባወራዎች 500 ካሬሜትር፣ዕድሜያቸው ከ18
በላይ ለሆናቸው ወጣቶች 140 ካሬሜትር ቦታ በምሪት ያገኛሉ የሚል ነበር፡፡ ይህ ዕቅድ ገበሬውን ጨርሶ ከሃገሩ
ያለመነቀል ዋስትናን የሚሰጥና በህገመንግስቱ አንቀጽ 40(4) የተመለከተውን መብት በተወሰነ መልኩ ተግባራዊ
የሚያደርግ ነው፡፡ ይህ ባለመተግበሩ ግን ነዋሪው በከፍተኛ ችግርና ቀውስ ውስጥ እንዲወድቅ እንዳደረገው ሰመጉ
በመግለጫው አመልክቷል፡፡

የአካባቢው ነዋሪዎች ይህንና መሰል ችግሮች ለመቅረፍ በመደራጀት ችግሩ አገራዊ መፍትሔ እንዲሰጠው በተወሰኑ
ወጣቶች አማካይነት ጥረት መጀመራቸውን መግለጫው ጠቅሶ ሆኖም ሕዝቡ የሚያደርገውን ትግል ለማኮላሸት መስከረም 25
ቀን 2005 ዓ.ም ሰባት ግለሰቦች ማለትም አቶ እንዳልካቸው መንግስቱ፣አቶ ምትኩ ንጉሴ፣አቶ ድርባ ጉዳ፣አቶ
ጌታቸው ተረፈ፣አቶ ሲሳይ ለማ፣አቶ ገመቹ ወርቁ፣አቶ መኮንን ተስፋዬ የአካባቢውን ሕዝብ ለአመጽ አነሳስታቹሃል
በሚል ተይዘው መታሰራቸውን ይፋ አድርጓል፡፡

እነዚህ ወጣቶች ህዝቡ በሰላማዊ መንገድ ችግሩን እንዲገልጽ ባደረጉት አስተዋጽኦ ብቻ ለእስር በመዳረጋቸው የአካባቢው ማህበረሰብ “ያለወንጀል የታሰሩት ወጣቶች ይለቀቁ” በማለት በህብረት በአስተዳደሩ ቢሮ አካባቢ ሰልፍ በመውጣት ተቃውሞውን አሰምቷል፡፡ወጣቶቹ ከአንድ ቀን እስር በኃላ በዋስ የተለቀቁ ሲሆን ይህ ሪፖርት እስከወጣበት ጊዜ ድረስ የተመሰረተባቸው ክስ እንደሌለ ሰመጉ አረጋግጧል፡፡
ሰመጉ በዚሁ ሪፖርቱ የነዋሪዎቹ ጥያቄ የክልሉ መንግስት በአግባቡ እንዲመልስ፣ከመሬት ጋር ተያይዞ የተፈጸሙ

የኢትዮጵያ ቢሮውን የዘጋው የጀርመን ድርጅት

በጀርመናዊው የኖቤል ተሸላሚ በእውቁ ደራሲ ኤንሪሽ ቦል ስም የተመሠረተው መንግሥታዊ ያልሆነ ድርጅት በኢትዮጵያ ዲሞክራሲና ሰብዓዊ መብቶችን ለማበረታታት ሲያደርግ የቆየውን እንቅስቃሴ አቋርጦ ለመውጣት መገደዱን አስታውቋል።

ኤንሪሽ ቦል ፋውንዴሽን ከኢትዮጵያ የሚወጣው በእንቅስቃሴዎቹ ላይ የተጣሉ ገደቦችን በመቃወም መሆኑን አስረድቷል።

 

በሃገራችን ውስጥ የፍትህና የእኩልነት መጓደል ያንገበገበው ጀግናው የኔሰው ገብሬ እራሱን በእሳት አቃጥሎ መስዋት ያደረገበትን አንደኛ አመት እና በምርጫ 97 ወቅት በአስከፊ ሁናቴ በኢህአዴግ መንግስት ለተጨፈጨፉት ወገኖቻችንን የመታሰቢያ ቀን በኖርዌይ ኦስሎ ተከብሮ ዋለ



 በዛሬው እለት እሁድ  ህዳር 9,2005 ዓም የዲሞክራሲ ለውጥ በኢትዮጵያ ድጋፍ ሰጪ ድርጅት ኖርዌይ. በኢትዮጵያ የፍትህና የእኩልነት መዛባት  ያንገበገበው ጀግና የየኔሰው ገብሬ እራሱን በእሳት አቃጥሎ ለተተኪው ትውልድ መስዋት ያደረገበትን  የአንደኛ አመት እና በምርጫ 97 ዓም ወቅት በአስከፊ ሁኔታ የተጨፈጨፉትን ወገኖቻችንን መታሰቢያ በማድረግ  ቀኑን ያከበረ ሲሆን  የድርጅቱም ሊቀ መንበር አቶ ዳዊት መኮንን የመክፈቻ ንግግር አድርገዋል። እንዲሁም ከተጋባዥ የፖለቲካ ድርጅቶችና ሲቪክ ማህበራት ተወካዮቻቸውም በየተራ  መልእክት አስተላልፈዋል ፡ 

 በዝግጅቱም ላይ አርቲስት አቶ ዳምጠው አየለ እና አርቲስት አቶ እንዳለ ጌታነህ አነቃቂና ቀስቃች የሆኑ ዜማዎችን አቅርበዋል በየመሃሉም ግጥምና በምርጫ 97 ዓም ወቅት በኢህአዲግ መንግስት ሰለባ የሆኑትን ወገኖቻችንን የሚያሳይ በቪዲዮና በድምጽ የተቀረጸ ምስክርነት ቀርቧል።

 በዚያም ወቅት በፕሮግራሙ ላይ ታዳሚ የነበሩ ሰዎች  ይታይና ይሰማ በነበረው የሃዘንና የይድረሱልን እሮሮ ከፍተኛ የሃዘን ስሜት የተሰማቸውና አንዳንዶቹም ያለቅሱ ነበር። ሁኔታውም ሕዝቡን ያስቆጨ በመሆኑ በቀጣይነት ይህን መንግስት ከሐገራችን በቶሎ ለማስወገድና የህዝቡን ሰቆቃ ለማስቆም በመተባበር አንድ ሆነው ለመስራትና አዲስቷን ኢትዮጵያን ለመፍጠር  መክረው ዝግጅቱን በኖርዌይ ሰአት ቆጣጠር  በ16:00 ጀምረው  ከምሽቱ 18፡ 00 ሰአት በተሳካ ሁኔታ አጠናቅቀዋል ።

የትግራይ ህዝብን ማታለል ይብቃ! በቃ!


በትግራዩ ህዝባችን ስም የሚደረገው ንግድ አሁንም ከ21 የግፍና የከፋፍለህ ግዛ አመታት በኋላ ተባብሶ እንደቀጠለ ነው። ዘረኛው የወያኔ ቡድን ህወአት “እውነት እውነት እላችኋለሁ መለስ ከመሞቱ በፊት ለትግራይ ህዝብ ያስቀመጠው ጣፋጭ ከረሚላ አለ እና ዝም በሉ” ሲሉ ይደመጣሉ። የትግራይ ህዝብ እንደ ሌላው የኢትዮጵያ ህዝብ የስርአቱ የስቃይ፣ የሰቆቃ፣ የስደት፣ የግድያና የእስራት ገፈት ቀማሽ ነው። ከጥቂት የሕወአት ጎጅሌዎች በስተቀር! ታዲያ ይህንን እውነት በጠራራ ጸሃይ ላይ በህወአት/ወያኔ የጨለማ ዘመን የሚኖረውን ምስኪኑን የትግራይ ህዝብ ለመካድ እና እንደ ህጻን ልጅ የሚጣፍጥ ከረሚላ አዘጋጅተንልሃል እና ስለዲሞክራሲ ስለነጻነት አትናገር አትጠይቅ ዝም በል አታልቅስ በሚል የማታለል ስራቸውን አሁንም በማደስና ተግባራዊ ለማድረግ በአምባገነኑ የሟቹ ባለቤት አዜብ መስፍን አማካኝነት የትግራይ ህዝብን ለመስበክ ያስባሉ።

የትግራይ ህዝብ እንደሌሎቹ የሀገሪቱ ህዝቦች በችግር የሚገኝ ህዝብ እንጅ እንደ ህወአት ባለስልጣኖች ደልቶት የሚኖር ህዝብ አይደለም። ይሁን እንጅ ወያኔ የትግራዩን ህዝባችንን ከተቀረው የኢትዮጵያ ህዝብ ጋር ለማጋጨት ብዙ ሙከራዎችን ላለፉት 21 አመታት ሲያደርጉ ቆይተዋል። መለስ ትግራይን የኢንደስትሪ ማእከል ለማድረግ ያዘጋጀው ፕላን እጄ ላይ ይገኛል የሚሉት አዜብ “ለህዝብ የሚጠቅም ፕላን ከነበረ ምነው በሚስጥር መለስ እስኪሞት ተጠበቀ?” ቢባሉ የሚሉት ምንም ነገር አይኖራቸውም፤ ይልቁንም ይህ የሚያሳየው በአሁኑ ሰአት በትግራይና አካባቢዋ በየግዜው የሚነሳውን ተቃውሞና በአካባቢው ብረት አንስተው እንታገላችኋለን የሚሉትን የትግራይ ተወላጆችን የነጻነት ጩኸት ላንቃን ለመዝጋት የታሰበ ነው። ለዚህም ኤፈርት በሚሊዮን የሚቆጠር ሰራተኞችን ቀጥሮ ማስራት እየቻለ ጥቂት የህወአት ጋሻ ጃግሬዎችን ብቻ በማሰራት ትርፍ በማካበት ነገርግን ይህን የሚመለከተውን ሰፊውን የትግራይ ህዝብ ሜዳ ላይ በመጣል የቅርጫው ተካፋይና ተጠቃሚ በማስመሰል ስለ ኢንደስትሪ ማእከል ይለፉፉልናል::

የአዜብ መስፍንና የህወአት ወያኔ ጉጅሌዎች በአካባቢው የሚነሳ ጩኸት እንዳይኖርና ጩኸቱ እና እምቢታው እንዳይበላቸው እንዲሁም የበላይነታቸውን አስጠብቀው ለመሄድ የሚያደርጉት መፍጨርጨር ከግዜው እውነታ ጋር ያልተገናዘበ ነው። ዛሬ ትውልድ እንደ ጥዋት ጸሃይ በአዲስ ምእራፍ የአሮጌ አስተሳሰብ ስርአቶችን እየጣለ በአንድነት፣ በመከባበር እና እምቢ አልገዛም በሚልበት ጉዞ ላይ ህወአት/ወያኔ አሁንም በትግራይና በትግራያን መካከልና በተቀረው የኢትዮጵያ ህዝብ ላይ የከፋፍለህ ግዛ ያረጀ ያፈጀ ፓሊስ እከተላለሁ ብሎ ማሰቡ ሞኝነት ነው። በዚህ የትግራይ ህዝብን ማታለል ከቶ አይቻልም ምክንያቱም የትግራይ ህዝብ በኤፈርት ማን ተጠቃሚ እንደሆነ ነጋሪ ወይም አስረጅ ጎሻሚ አያስፈልገውም።

በኢትዮጵያ የሚደረጉ ማናቸውም የልማት እንቅስቃሴዎች የህዝብን ተጠቃሚነት ማእከል ያደረገ መሆን እየተገባው፤ ህወአት/ወያኔ ግን ለቱባ ባለስልጣናቶቹ እና ለስርአቱ አደርባዮች ብቻ ጥቅምን በማመቻቸትና በመዝረፍ፤ በእጥፍ የኢኮኖሚ እድገት በትግራይ እያገኘን ነው ማለታቸው የተለመደ ቅጥፈታቸው ነው። በአንጻሩ የተቀረው የትግራይ ህዝብ በሀገሩ እንደ ባእዳ እየታዪ የወያኔ ሃብታሞች በደጁ ውስኪ እየተራጩ ሲያልፉ እያዪ ይህ ህዝብ ከቶ እንዴት ሊያታልሉት የሚችል የመስላቸዋል? ይህን ታሪክና ትውልድ የሚፋረጀው ሆኖ እያለ የአንድን ብሄረሰብ ተጠቃሚ በማስመሰል በትግራይ የሚነሳባቸውን የውስጥ ተቃውሞ ለማፈን የታለመ ነው።

የትግራይ ህዝብ እንደማንኛውም ኢትዮጵያዊ ስለ አንድነት፣ ስለዲሞክራሲ፣ ስለሰበአዊ መብትና መልካም አስተዳደር ጠንቅቆ የሚያውቅና ለነዚህ መሰረታዊ ጥያቄዎች እስከ ህይዎት መሰዋእትነት የሚታገል ህዝብ ነው እንጅ፤ እነ አዜብ እንደሚያዎሩት ዳቦ እንወረውርልሃለን ዝም በል የሚባል ህዝብ እንዳልሆነ ሊረዱት እና ሊያጤኑት ይገባል። በተመሳሳይ ህዝቡም በአንድ ድምጽ በስማችን የሚነገደው ንግድ በአስቸኳይ ይቁም በማለት የአምባገነኖችን የከፋፍሎ መግዛት ባህሪ ያለፈበት ያረጀ አስተሳሰብ ከመለስ ጋር የተቀበረ ሃሳብ ነው በሚል እስከመጨረሻው ለአንድነቱ ሊታገል ይገባል።

ልማት በአንድ ክልል ብሄረሰብ ብቻ ከሆነ ጤናማ ያልሆነና አንድነትን የሚለያይ መሆኑን ጠንቅቆ መረዳት ለህወአት ጉጅሌዎች ያስፈልጋቸዋል።

ሁሉም የኢትዮጵያ ህዝብ ትግራይን ጨምሮ በህወአት/ወያኔ አማካኝነት በአንድነታችን የተደቀነብንን የጥላቻና የመከፋፈል አጥር በማፍረስ የኢትዮጵያዊነታችን አንድነት መገለጫችን የሆነውን አረንጓዴ፣ ቢጫ፣ ቀይ ባንዲራን በማውለብለብ የ21 አመት የከፋፍለህ ግዛ ስርአቱን በአንድ ላይ ልንቀብረው ይገባል!

Ethiopia: Perpetrators of Human Rights are not Protectors of Human Rights

The Human Rights League of the Horn of Africa (HRLHA) strictly denounces that the UN General Assembly elected Ethiopia on November 12, 2012, to serve in the UN Human Rights Council for the next three years starting from January 1, 2013.


In the last two decades, the Ethiopian Government led by EPRDF/TPLF has been repeatedly condemned by regional and international human rights organizations, including US State Department and UN independent experts, and UN Special Rapporteurs for its heinous human rights crimes against its citizens.


Among others, the Ethiopian Government limits freedom of association and assembly particularly for members of opposition groups, and security forces have used/using excessive force to break up peaceful demonstrations and continue to restrict free press. Twenty-one years’ poor human rights record of Ethiopian Government shows, thousands illegally detained, tortured, kidnapped, disappeared and/or killed, who were members of opposition groups or accused of being insurgents. After the death of the late Prime Minister of Ethiopia Meles Zenawi, the human rights suppression continued under his successor Prime Minster Hailemariam Dessalegn Government all over the country, including the capital city Addis Ababa, regional states of Ogaden, Oromia, Sidama, Amhara, Gambela and others.


According to the United Nations Office of the High Commissioner for Human Rights official Web Site, the responsibilities of the United Nations Human Rights Council is stated as “The Human Rights Council is an inter-governmental body within the United Nations system made up of 47 states responsible for strengthen the promotion and protection of human rights around the globe.”


Electing countries with poor human rights records, like Ethiopia, to the UN Human Rights Council will erode the trust of the world community for UN Organization.


Besides, it will dare the determination of the United Nations to protect the fundamental human rights of the peoples – which is stated as the preamble to the Charter of the United Nations, “to reaffirm faith in fundamental human rights, dignity and worth of the human person, in the equal rights of men and women and of nations large and small.”


Therefore, the UN General Assembly should pay attention to the reports of independent civic organizations, and the UN special expert’s and UN Rapporteur’s (Representative of the Secretary – General) reports on Ethiopian human rights situation and revise the result of the election.

Ethiopia’s Muslim protests

ADDIS ABABA, 15 November 2012 (IRIN) - Tensions have been simmering over several months between Muslims and the government, with thousands holding demonstrations in protest at the government's alleged interference in religious affairs; the government has blamed the protests on a small group of extremists.

Around 60 percent of Ethiopia's 84 million people are Christians; Muslims make up about one-third of the population, according to official figures. Religion-related clashes have been rare in the country, but unrest over the past several months has led to several deaths and dozens of arrests. IRIN looks at the causes of, and fallout from, the protests.

What sparked the protests?

The leaders of the protests, which began in December 2011, accuse the Ethiopian government of trying to impose the al-Ahbash Islamic sect on the country's Muslim community, which traditionally practises the Sufi form of Islam. Al-Ahbash beliefs are an interpretation of Islam combining elements of Sunni Islam and Sufism; its teachings are popular in Lebanon. Said to be first taught by Ethiopian scholar Abdullah al-Harari, the Ethiopian Al-Ahbash teachings are moderate, advocating Islamic pluralism, while opposing political activism.

In December 2011, the state moved to dismiss the administration of the Awoliya religious school in Addis Ababa. In July, police dispersed an overnight meeting at the school on the eve of an African Union heads of state summit, and arrested several protesters and organizers of the meeting, which police officials said did not have a permit.

Those behind the meeting, an "Arbitration Committee" of 17 led by prominent religious scholars, said they wanted to dialogue with the government but insisted they would continue legitimate protests to oppose its continued interference in the administration of the religious school and the election of members of the country's supreme Islamic Council.

They accuse the government of dictating elections to the council, which concluded on 5 November, and favour the Al-Ahbash Muslim sect.

Temam Ababulga, a lawyer representing activists who led the protests - some of them are currently behind bars - says they are appealing to a federal court to cancel the election and its outcome, on the grounds that the elections were not conducted in accordance with the council's by-laws.

"The opposition to Ahbash at this time is not theological… the protesters oppose... that the regime is sponsoring the movement, providing finance, logistical support and allowing it to use both the Islamic Council and the state institution in its proselytization," said Jawar Mohammed, an Ethiopian analyst now studying at Columbia University in the USA.

"Ahbash has been in Ethiopia since the 1990s and has peacefully coexisted with the rest of Islamic revival movements," he added. "The confrontation came only after the government invited the leading figures from Lebanon and started aggressive re-indoctrination campaign."

What is the government’s response?

The government denies that it is violating the country's constitution by meddling in religious affairs. Addressing parliament on 16 October, Prime Minister Hailemariam Desalegn said: "The government is not and would not interfere in the affairs of any religion in the country."

At the height of the protests in mid-April, then Prime Minister Meles Zenawi, who died in August, told parliament that "a few extremists are working to erode the age-old tradition of tolerance between traditional Sufi Muslims and Christians in Ethiopia," and stressed that they would not be tolerated by the government.

"The government... has made a number of efforts to encourage engagement with the protesters and has, for example, also done all it can to support the matter of elections for the Islamic Council," said a statement by the government in response to Amnesty International's allegations.


''The Muslim leaders and others, should be immediately released unless the government can produce credible evidence of unlawful activity. The fact that many of the detainees have been in detention for over three months without charge does raise questions about the existence of such evidence''
"It is true that some members of a `protesters committee' have been arrested following violent protests, but it is completely misleading to suggest that this `committee' had been `chosen to represent the Muslim community's grievances to the government’. This `committee' was not chosen nor elected by anyone... It was, in sum, a small, self-appointed committee of protesters whose support in the community at large, as the recent election clearly demonstrated, was minimal."

Increasing Islamic militancy in the region - Kenya, Somalia and Tanzania have all witnessed increased Islamist activity - is of concern to the Ethiopian authorities, who say they are facing growing threats evident from the discovery of the first Al-Qaeda cell in the country; 11 people have been in an on-going trial, suspected of being members of an Al-Qaeda cell and accused of planning terrorist attacks.

What are rights groups saying?

The USA has added its voice to accusations that Ethiopia has been interfering in the religious affairs of its Islamic population and wrongfully arresting people. Addis Ababa has on several occasions rejected these charges.

"Since July 2011, the Ethiopian government has sought to force a change in the sect of Islam practiced nationwide and has punished clergy and laity who have resisted," an 8 November press statement by the US Commission on International Religious Freedom - a bipartisan federal government body - said. "Muslims throughout Ethiopia have been arrested during peaceful protests."

Amnesty International has also accused the Ethiopian authorities of "committing human rights violations in response to the ongoing Muslim protest movement in the country". The organization said the police was using "excessive force" against peaceful demonstrators.

Human Rights Watch says it is deeply concerned that Ethiopia's government has repeatedly used terrorism-related prosecutions to clamp down on lawful freedom of speech and assembly.

"Many of these trials have been politically motivated and marred by serious due process violations," Laetitia Bader, a Human Rights Watch researcher on Ethiopia, told IRIN via email. "The Muslim leaders and others, should be immediately released unless the government can produce credible evidence of unlawful activity. The fact that many of the detainees have been in detention for over three months without charge does raise questions about the existence of such evidence."

Rights groups also say journalists covering the protests are being increasingly harassed. In October, police briefly detained Marthe Van Der Wolf, a reporter with the Voice of America as she was covering one of the protests at the Anwar Mosque, and according to the Committee to Protect Journalists (CPJ), told to erase her recorded interviews.

"Ethiopian authorities should halt their harassment of journalists covering the country's Muslim community and their intimidation of citizens who have tried to speak to reporters about sensitive religious, ethnic, and political issues," CPJ said in an October statement.

The government denies violently suppressing the protests, and says “one or two of the protests were extremely violent (with police killed).”

Activists and rights groups are concerned about references to “terrorism” in the charges. "The charges contain similar allegations used to prosecute dissident journalists and opposition leaders in the past few years... the leaders of the Muslim protest are just the latest victims of the regime's war against dissenting voices," said Jawar Mohammed.

"In fact, many of the Muslim scholars and spiritual leaders being accused of such conspiracy to create an Islamic state have written and publicly spoken advocating against any form of extremism, emphasizing that Ethiopia is a multi-faith country where secular state is indispensable for co-existence," he added. "The irony is that these Muslim leaders, many of them, are followers of the Sufi tradition and have a proven track record of actively fighting against infiltration of the community by extremist elements."

What is the extent of the protests and violence?

The demonstrations have continued for close to a year, and show no signs of abating. During Eid Al Adha celebrations in late October, tens of thousands of Muslims took to the streets to celebrate the holiday; after the prayers, they staged protests. "We have nothing to kill for… but we have Islam to die for," read some of the protesters’ banners.

The arrest of an Imam in the Oromia region back in April led to clashes that left four dead, while the country's federal police clashed with protesters at Addis Ababa's Grand Anwar mosque on 21 July.

In October, in the Amhara Region, three civilians and one police officer were killed when protesters stormed a police station where a religious leader was jailed, said Communication Affairs State Minister Shimeles Kemal. On 29 October, federal prosecutors charged the jailed activists and others with terrorism; a group of 29 people are accused of aiming to establish an Islamic state, undermining the country's secular constitution.

How might resentments play out?

In a report released shortly after Meles's death, the think tank International Crisis Group warned that the new government would find it difficult to deal with grievances in the absence of "any meaningful domestic political opposition".

"Resentments would likely continue to be turned into ethnic and religious channels, thus undermining stability and, in the worst case of civil war, even survival of a multi-ethnic, multi-faith state," the authors said

ILO names five countries for serious violations of freedom of association

The ILO Committee on Freedom of Association has highlighted five out of 32 cases as the most serious and urgent concerning the right to organize, collective bargaining and social dialogue.

 GENEVA (ILO News) – The ILO has named Argentina, Cambodia, Ethiopia, Fiji and Peru – out of a list of 32 cases examined – as the most serious and urgent regarding freedom of association.

The ILO Committee on Freedom of Association examined cases concerning employers’ and trade unions’ rights to organize, collective bargaining and social dialogue.

The ILO supervisory body dealt with the murder of four workers and injury of two others in Argentina. The murders happened during the eviction of over 500 workers, demanding decent housing, from a construction site in Mar del Plata in 2009.

The Committee recalled the importance of an immediate and independent judicial inquiry in such cases to clarify the facts, determine responsibility, punish those responsible and prevent the repetition of such acts. It requested the Government to communicate the outcome of the judicial inquiries underway.

It also examined the murder of three trade union leaders, Chea Vichea, Ros Sovannareth and Hy Vuthy, in Cambodia, which happened between 2004 and 2007. Once again, the Committee strongly urged the Government to carry out independent investigations into the assassinations of these union leaders, punish the guilty parties and bring an end to the climate of impunity in the country.

Turning to Ethiopia, the Committee regretted that, four years after its request for registration, the National Teachers Union (NTA) had still not been registered. It strongly urged the Government to ensure that the appropriate authorities register the NTA, in order to fully guarantee the freedom of association rights of civil servants, including teachers in public schools.

The Committee also asked the Government of Fiji to rapidly discuss the return of an ILO Direct Contacts Mission to the country. Last September, the Fijian government had stopped the ILO from carrying out a mission to verify complaints over the lack of freedom of association made by local trade unions.

The Committee called upon the Government to undertake independent investigations without delay into the allegations of physical assault, harassment and intimidation of trade union leaders and members.

It also considered the case of Peru which concerns allegations of murder of a trade union leader in 2008 in clashes with the police during a protest in the mining sector. As it had not been possible to identify the perpetrators of the act, the Committee asked for further investigations to clarify the facts.

Finally, the ILO supervisory body reviewed the measures taken by the Government of Belarus to implement the 2004 recommendations of an ILO Commission of Inquiry. The Committee deeply regretted that the Government had once again failed to reply to the Committee’s previous recommendations and to the new allegations of freedom of association violations. It urged the Government to be more cooperative in the future.

The ILO body examined 29 other cases and noted with satisfaction that effect had been given to its recommendations in cases related to the reinstatement of trade union members in Colombia and Peru, and the registration of a trade union in Algeria.

German NGO pulls out of Ethiopia

Named after the German Nobel Prize winner for Literature, the Heinrich Böll Foundation is an NGO promoting democracy and human rights. It is leaving Ethiopia in protest against restrictions on its activities. 

"The closure of the office in Ethiopia is a sign of protest by the foundation against the ongoing restrictions on civil rights and freedom of speech" said a statement released by the Heinrich Böll Foundation explaining why they had closed their office in the Ethiopian capital Addis Ababa.

 The organization's chairwoman Barbara Unmüßig and the country director Patrick Berg said it had become impossible for the organization to work for democracy, gender equality and sustainable development under existing circumstances. They were referring to the law on NGOs passed in 2009 which is known as the "Charities and Societies Proclamation" and restricts freedom of press, expression and assembly.

The law that worsens human rights 

This "NGO law" severely curtails the activities of non governmental organizations and human rights groups. It is targets not just foreign groups, but also Ethiopia's two largest human rights organizations.

According to the rights group Amnesty international, the Ethiopian Human Rights Council (HRCO), which has been active since 1991, had its bank account frozen under this law. Nine of its twelve offices have been closed and 85 percent of its staff laid off.

The women's rights organization Ethiopian Women Lawyers Organization (EWLA) was forced to lay off 75 percent of its staff and assets worth $595,000 (468,000 euros) were frozen. Previously, the organization was able to give free legal assistance to some 20,000 women, nowadays it is barely able to function, says Amnesty international.

Germany's Heinrich Böll Foundation, which is affiliated to the Greens Party, had been trying for three years to get a bilateral agreement signed with the Ethiopian government which have would granted it more room for manoeuvre than it would have been accorded under the NGO law. But such efforts were in vain.

Appeal at ministerial level in vain

They even tried to raise the issue with the Ethiopian government through the offices of German Development minister Dirk Niebel while he was on a visit to Addis Ababa, but that also yielded no results.

"We realized that we cannot pursue our mission and we can no longer support our local partners of several years," Patrick Berg told DW.

Berg said "NGO law" was part of a system of repression and symbolic of a deterioration in human rights that had spread through the country since the elections in 2005. 200 people were killed in demonstrations against ballot-rigging in that poll.

Official Ethiopian government spokesman Bereket Simon was quoted by German's news agency DPA as saying the government would be "delighted if the Heinrich Böll Foundation would continue its work in Ethiopia."

The departure of the Heinrich Böll Foundation leaves the Friedrich Ebert Foundation as the only remaining German think tank in Ethiopia.

Spying on the Ethiopian Diaspora

 After reading the news on Ethiomedia on the arrest of a Sudanese Refugee Spy in Norway, I am sharing with you my personal experience: 



I know the TPLF regime uses all available means to follow the activities of the Ethiopian Diasporas, especially those who are considered thorny for the political establishment in Addis Ababa. The very reason why the Ethiopian security chiefs have used a Sudanese immigrant in Norway as their spy is because they have closed their Scandinavian embassy in Stockholm two or three years ago.Otherwise, where they have Ethiopian embassies or consular representation, the main job description of TPLF diplomats is to spy on what they call "unruly opposition in Diasporas".

As a refugee in Nairobi (Kenya) and elsewhere in East Africa, I was systematically spied on, harassed on a daily basis and received death threats on a number of occasions by the Ethiopian diplomats based in Nairobi. My stay in Nairobi was painful, grim and precarious. I had nowhere to go either for work or for social events.

When I moved to Uganda, survival became difficult and a serious matter. Worst of all, my parents and relatives back home were imprisoned, tortured and systematically discriminated. My educated siblings were nowhere to find government jobs. In their own country, they were treated as third-class citizens. I brought such dreadful acts of the regime in Addis Ababa and their foreign based spies to the attention of many human rights organizations and the UN regional representation offices such as the UNHCR.
